In order to promote the recycling rates, we selected 6 counties with lower performance and invited experts and scholars to audit on-site. We have proposed the recommendations for improvement. We reviewed the demand and supply of refuse treatment facilities, and proposed the suggestion for 6 living spheres in Taiwan. The MSW incinerator capacities are sufficient for all spheres. The overall landfill will be full in 3 years. The compost facilities for food waste were insufficient in northern and southern Taiwan. Besides, we proposed to establish the bulk waste grinding machine for full recycling and reuse. The Basic Law of Establishment the Recycling-based Society in Japan and the Waste Framework Directive in EU were all compliance with waste 3R rule. Japan set the Resource Productivity, the Cyclical Use Rate and the Final Disposal Amount for indicator of recycling-oriented society. Japan and EU have set the recycling targets for waste electrical equipments, and conducted the extended producer responsibility policy. This project finished the project performance evaluation report in accordance with the general waste resource recycling promotion plan implementation outcomes. In order to enhance the recycling rate, we have studied and drafted the cleaning personnel installation criteria. In addition, we have proposed the Sustainable Resource Recycling Promotion Program for 2013 to 2019. During the execution period, we designated engineers to assist for the relevant administrative works, regularly compiling the works of counties, filling the Executive Yuan’s plan performance statements and participating in compiling the 30-year waste management documentary.
